Regional Centers are agencies in California that provide case management and services to individuals with developmental delays or disabilities. They exist only in California, and individuals may be eligible for services regardless of immigration status as long as they reside in the state. Eligibility is limited to developmental delays or developmental disabilities such as autism spectrum disorder, cerebral palsy, intellectual disability, and epilepsy; other types of disabilities are not covered.

Eligibility criteria

• Ages 0–3: Infants and toddlers with developmental delays or developmental disabilities

• Ages 3 and older: Individuals with a developmental disability that began before age 18 and results in a substantial functional limitation

There are 21 Regional Centers throughout California. The Regional Center that serves an individual is determined by their place of residence and cannot be chosen or changed arbitrarily.

Regional Centers do not provide direct services. Instead, they fund services delivered by outside providers. They are considered the “payer of last resort,” meaning they will not cover services that are available through other sources.

자격 요건

• 0~3세: 발달 지연 또는 발달 장애가 있는 영유아

• 3세 이상: 18세 이전에 발생한 발달 장애로 인해 실질적인 기능적 제한이 있는 경우

캘리포니아 전역에는 총 21개의 리저널 센터가 있으며, 어느 리저널 센터에서 서비스를 받는지는 개인의 거주지에 따라 결정되며 임의로 선택하거나 변경할 수 없습니다.

리저널 센터는 직접 서비스를 제공하지 않고, 외부 서비스 제공기관을 통해 서비스를 연계하며 그 비용을 지원합니다. 또한 리저널 센터는 ‘최후의 지불 수단’으로, 다른 기관이나 제도를 통해 받을 수 있는 서비스는 우선적으로 그 경로를 이용해야 하며 중복 지원하지 않습니다.

SDP, or the Self-Determination Program, is not a specific service or support; rather, it is a method of accessing Regional Center services and supports. Participating in SDP means utilizing Regional Center assistance through a new approach, distinct from the traditional model.

Legislated in 2013, this program empowers participants to decide for themselves how to use their allocated budget in alignment with their life goals. By doing so, it breaks away from the constraints of the traditional system and enables budget management tailored to an individual’s unique characteristics and specific circumstances. Participation in SDP is entirely voluntary, and there is no mandate to join. Participants have the freedom to enter the program or return to the traditional service model at any time.

SDP(Self-Determination Program, 자기결정 프로그램)란 단순한 서비스나 지원 항목이 아니라, 리저널 센터의 서비스와 지원을 이용하는 하나의 '방식'입니다. SDP에 참여한다는 것은 리저널 센터의 지원을 기존의 틀에 박힌 방식이 아닌 새로운 방식으로 이용한다는 의미입니다.

2013년에 법제화된 이 프로그램은 이용자가 자신의 삶의 목표에 맞춰 배정된 예산을 어디에 사용할지 스스로 결정하게 함으로써, 기존 시스템의 틀에서 벗어나 개인의 특성과 특수한 상황에 알맞은 예산 운용을 가능하게 합니다. SDP 참여 여부는 본인이 결정하며 강제성은 없습니다. SDP에 참여하는 것도, 그리고 다시 기존의 방식으로 돌아오는 것도 모두 이용자 본인의 자유입니다.

1. Is SDP Right for Our Family?

Before deciding to participate, consider whether SDP is a good fit for the individual and family’s needs and circumstances. SDP may be worth considering if:

• There are needs not being met through the current Regional Center system.

• You want to use service providers who are not available through the current Regional Center system.

• The individual or family can participate in managing the budget and services.

2. What Should We Prepare?

Thinking about the following in advance can help with the SDP process:

• Goals you want to achieve through SDP

• Services you currently receive

• Services you want to change or add

• People or organizations that can help with the SDP transition and management

3. How Do We Get Started with SDP?

The process may vary slightly by Regional Center. To get started, the parent or guardian (or the individual, if an adult) informs the Service Coordinator of their interest in SDP and completes the SDP Orientation.

After receiving the orientation certificate, submit it to the Service Coordinator. The Service Coordinator will develop a one-year budget based on the Regional Center-funded services received during the past 12 months.

Based on the budget and IPP, the PCP, Service List, Spending Plan, and other documents are prepared and submitted. After review and approval, SDP can begin.

3. SDP는 어떻게 시작하나요?

리저널 센터마다 세부 절차는 조금씩 다르지만, SDP 참여를 시작하려면 우선 보호자(성인 고객의 경우 당사자도 가능)가 서비스 코디네이터에게 참여 의사를 전달하고 안내에 따라 SDP 오리엔테이션을 이수합니다.

오리엔테이션을 이수하고 수료증을 받으면 서비스 코디네이터에게 제출합니다. 이후 서비스 코디네이터는 고객이 지난 12개월간 리저널 센터로부터 받은 지원을 바탕으로 1년 예산안을 마련합니다.

이 예산안과 IPP를 바탕으로 PCP, Service List, Spending Plan 등을 작성하여 제출하고, 필요한 검토와 승인 절차를 거쳐 SDP를 시작하게 됩니다.

An Independent Facilitator (IF) is a trusted partner who supports individuals and families throughout the SDP, helping them plan and choose services that reflect their goals, needs, and priorities. As someone independent from the Regional Center, the IF works alongside the participant—offering clarity, structure, and guidance to make what can feel like a complex process more manageable and understandable.

The IF helps navigate the full planning process, including identifying needs, setting goals, organizing services, and managing the individual budget. They also support communication with service providers and relevant agencies, and prepare key documents including the PCP and Spending Plan. While providing thoughtful guidance, the IF’s role is always to support ensuring that the participant’s voice, choices, and priorities remain at the center.

All SDP participants must have an IF identified. However, this does not require hiring someone separately, as the participant or their family member may choose to take on this role. To maintain independence and avoid conflicts of interest, a person serving as an IF cannot provide paid services to the same participant.

Independent Facilitator(IF)는 SDP에 참여하는 과정에서 고객과 가족이 자신의 목표와 필요, 우선순위에 맞는 서비스를 스스로 계획하고 선택할 수 있도록 돕는 파트너입니다. 리저널 센터 직원과는 독립된 위치에서 고객의 입장에서 함께하며, 복잡하게 느껴질 수 있는 과정을 보다 명확하고 체계적으로 이해할 수 있도록 안내합니다.

IF는 고객의 필요를 파악하고 목표를 설정하는 것부터, 서비스 구성, 예산 계획까지 전반적인 과정을 함께 정리해 나갑니다. 또한 서비스 제공자 및 관련 기관과의 소통을 돕고, PCP, Spending Plan과 같은 주요 문서 작성을 지원합니다. IF는 필요한 정보와 방향을 제시하지만, 고객의 결정을 존중하는 것을 가장 중요한 원칙으로 합니다.

모든 SDP 참여자는 반드시 IF를 선정해야 하지만, 반드시 별도로 고용해야 하는 것은 아니며, 고객 본인이나 가족이 직접 그 역할을 수행할 수도 있습니다. 다만, 역할의 독립성과 공정성을 유지하기 위해 IF 역할을 수행하는 이는 동일한 고객에게 유료 서비스를 제공할 수 없습니다.
